Mission Administration Officer (MAO)

Under the general direction of the Head of Mission (HOM),
A) Organizes and directs the Mission’s Common Services Program encompassing financial management, human resources, property and material, communications and administrative services;
B) Oversees the consular program;
C) Advises the HOM and Program Managers on Departmental and Central Agency Policies, regulations and directives;
D) As the Financial Officer, manages and controls the mission’s financial management plan in consultation with the HOM and Committee on Mission Management (CMM);
E) Organizes and directs mission support services;
F) Fosters and maintains liaison with other diplomatic mission representatives, appropriate local government authorities, and private sector contacts;
G) Directly supervises four (4) locally engaged staff: Common Services Officer (LE-O1); one Common Service Assistant (LE-A2) and one Property Assistant (LE-A2); and one Consular Assistant (LE-A3);
H) Performs other related duties.

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.
Education
Bachelor’s degree in Administration, Business Administration, Finance, Human Resources, Labour Relations
or Bachelor’s degree from a recognized institution with a minimum of 5 years work experience in a related field.

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Experience
- Experience working in a corporate services environment with more that 25 employees within a private sector company, a government office, a diplomatic mission and/or an international governmental organization.
- Demonstrated experience in providing hands-on expertise and leadership in a combination of administrative service functions, including finance, contracting, human resources, and/or real property for a minimum of 5 years;
- Demonstrated experience managing large, complex tasks and/or projects;
- Demonstrated experience in effectively supervising staff for a minimum of 5 years;
- Demonstrated experience in creating and executing business plans.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV:

Ability to travel to Canada and elsewhere within the Brazil. Exposure to stress due to high volumes of work, frequent interruptions and multiple demands. Must be able to work overtime on short notice. May be required to travel within Brazil on short notice.

The appointment of the successful candidate will be subject to a Reliability Status Check (RS) obtained by Management. To conduct the Reliability Status Check (RS), the candidate must submit the following documents on being selected by the Mission: Police report certificate; Letter of recognition from your bank stating your name, years of client service and your address. Professional and educational certificates; Brazilian I.D. and/or Passport; Certificate of Canadian Citizenship (if applicable); Birth Certificate; 3 x Passport photos; Letter(s) of reference; Valid work permit (where applicable).
